How does Chaos view the Dark Eldar brutality?

I read somewhere even they think it's too extreme, that would make sense considering Drukhari focus on inflicting as much pain as possible, it's the only goal, they don't want to corrupt people, tempt them, make them fight, just make them suffer. But is this true? because Chaos too seems to be over the top evil.
