AI APP for enhancing photos

Hello. Can someone please recommend best app (free or worth the price) that is AI and primarly enhancing photos?
I have many, many older photos and dont want to send every each of them to some FB groups and ask people to help with it.
I need:
- making good quality of old bad quality
- removing people
- colouring
- polishing
- adding arms (if some person partly seen, or in a group, after removing people)
etc.
I highly appreciate Your recommendations
