Chase card declined by issuing bank even though it's a valid card. completely stuck on what to do.

I've been trying for hours to connect my card to my paypal account and absolutely nothing is working. I've tried going through chase, I've tried going through paypal, I've tried entering my info manually multiple times and for whatever reason even though I have both accounts up and running just fine on phone and pc, they still refuse to connect and acting like the other doesn't exist. what do I do to fix this? I'm extremely confused and a LOT of the things I do rely on paypal. do I need to make a new account? if I do make a new account will they ban me for suspicious activity or something?
