Commercial demand is broken

I have full commercial demand in my city and it just won't build commercial buildings when I zone them.

I started a new city yesterday and at first it worked completely fine but then without leaving the game or changing anything suddenly it stopped (again). Anyone know why that is and if there's a way to fix it?
