Its 3am... im tired, probably confused. just finished the book a hour ago, BUT... i cant find anyone else talking about this. If im completely wrong just blame it on my lack of sleep...

Who else could it be? She one of the main people who greet vis like that, and she would have acsess to where they currently are Probably assigned there By her father to keep her out of combat. we already know hes super protective. Vis even mentioned they dont have long, military would he alerted, and emmisa was name droped like 3 times in the last chapter.
