Bloodseizer not proccing if use Wrath *before* you make enemies bleed?

Is this intended, that you need to hit an enemy with Whirlwind first, and then Wrath after, to get the effect from Bloodsiezer?

Im finding if I hit wrath and then WW mobs then the effect doesn’t trigger.
