Why are there TH16s in PEKKA 24?

Are these guys bad at the game or something? I’m half levelled at TH15 and I’ve been consistently ranking up every week, but the last couple weeks bases have been way more levelled even though there’s way more ranks to go. Even TH17s are showing up. Why?

My base isn’t getting 1 starred anymore either, so I’m getting way less trophies from defence. I’m not going to rank up this week because I got a time out loss at 95% with no defences on 3 attacks. It’s really weird that such a small mistake is punished this much.
