Would Titus be a good war councilor?

Is he a fitting replacement for Lucita? I think a big advantage is that unlike Lucita who is loyal to her own house and has her own warmongering conspiracies to seize the throne, Titus is loyal to the Crown even until the very end. He will gladly give his life to defend you, and he will only betray you if you yourself betray the Rizian monarchy which he swore to defend with his life.

But pragmatically wise does he have the eye and knowledge required for the position? Lucita & the entire Azaro family are incompetent idiots but she does have some good moments.
