How would nations regulate or weaponize a limited magical resource if using it permanently removes it from circulation?

Question

I’m working on a setting where magic comes from rare fragments of ancient power. Once someone bonds with one of these fragments, they gain abilities but that fragment is effectively removed from the world forever.

I’m exploring how states might respond to this kind of scarcity over long periods of time. Would governments centralize control? Treat bonded individuals as strategic assets? Restrict civilian use entirely? Or push aggressive acquisition during wartime despite long-term depletion? (have in mind there have also been significant technological advances although this is also dependent on another somewhat scarce, equally depleting resource.)

I’m especially interested in how this would shape:

  1. Military doctrine
  2. Class systems
  3. Political tensions between nations
  4. Black markets or insurgent groups

Curious to hear your opinions.
