Why isn't time dragging punished more?

META

With regular cheating there is the argument that it's hard to detect and punishing someone very harsh for something they didn't do is obviously messed up. So I understand that chess.com and lichess are more cautious with their punishments here.

With time dragging I feel like this argument can't really be made. Sure there are instances where it may be hard to tell, but quite often it's incredibly clear. And it's just so damn annoying. Luckily it doesn't happen all that much, but I feel like it should be possible to create an environment where it's virtually non existent for people with established accounts.

Maybe I'm overreacting but I'm typing this while on the bus with an opponent that's running down their 6 minute clock. Checking back every 10 seconds because I've also had instances where I changed apps for too long and ended up with a forfeit, making me even more salty.
