4 PEN Blackstars/Olvia Academy

So from my understanding we will now have a total of 4 PEN Blackstars for us to get started.

1. Free PEN Blackstar for hitting level 61

2. Free TET Blackstar for hitting level 61 then guaranteed upgraded to PEN with the stone from Olvia Academy

3. PEN Blackstar from DEC tuvala

4. PEN Blackstar from Olvia Academy

Did I interpret this correctly? And what will the Blackstar hammers be used for if we have a stone to guarantee PEN?
