Why are the touchpads so faulty?

I found a fix here for touchpad stuttering that involves draining electricity because static gets built up, and I just wanna ask why is this and issue? I've never had this with any other laptop. Is there a permanent fix? I did the power drain and the issue was gone but just 2 weeks later im having it occasionally again.
