Heeling issues

My dog has a very good heel most of the time. But when I call him to me in motion he will go into heel position and slowly start inching forward. If I do a leash pop. Even if it’s a very light one his attitude dies down and his tail drops. But he will start heeling great after it. My guess is just start rewarding the correct heel position more but I want to hear what others think. TIA
