event tickets

can anyone explain how to get the event tickets? I got about 14 of them yesterday from the area and I was waiting for it to reset but until now, there's no ticket. does it only reset when you complete the 15 tickets? or there's like one day cool down before you can get the tickets again. also, I keep seeing others already getting the cosmetics that cost tickets. I'm so confused lol
