What are the exact triggers for the Rise of Timur?

I have heard conflicting info and I can't find the trigger in the code.

Some people said that you just need to own Herat and that's pretty much it.

Dev diary, that are all of old builds and could have been changed, says that you need to be Chagatai or a subject of them.

Which one is it?
