Can't change servers

Hi everyone. I'm new to this game and it somehow put me in one of the East Asia servers and I didn't realize it until I was quite ahead in the game. I tried to transfer my char back to EU servers once I reached level 30. But I couldn't because of "server unavailable" error. Then I tried to check my country/region on battle.net but I can't. Like it's blurred or something. Do you have any idea how can I transfer my char?
