Harassed by local police for brief parking in a Bihar town (Saraiyan Highway Market) — is this normal or acceptable?
I’m sharing an experience from today that honestly shook me, and I’d like to hear from others — especially locals, frequent travelers, or anyone familiar with policing standards.
I was visiting a small market area (Saraiyan) in a town in Muzaffarpur district, Bihar. I briefly parked my car (2–3 minutes) in a side lane near fruit vendors, not on the main road. There was no visible “No Parking” sign at that spot. I’m not from Bihar and had no local knowledge of restrictions there.
Two police constables approached and started photographing my vehicle saying a challan would be issued. I politely explained I was already leaving. Instead of a warning or basic communication, one constable suddenly shoved me and yelled aggressively, which could easily have caused an accident.
When I later asked why physical force was used (I wasn’t resisting or arguing), I was taken to the police station without any formal reason, threatened with being locked up, and made to wait for almost an hour. My phone was also taken away temporarily when I tried to inform someone about the situation.
What disturbed me most:
- Use of physical intimidation for a minor parking issue
- Threats and verbal abuse instead of explanation
- Chewing tobacco while on duty
- No challan issued, no paperwork, no legal clarity — just fear and dominance
I wasn’t trying to provoke anyone. I was simply asking why I was pushed when no resistance was shown.
This isn’t about one individual — it’s about how easily authority can be misused, especially against outsiders who don’t know the local system.
I’ve since filed a formal complaint through email channels because I genuinely believe this kind of behavior hurts public trust, tourism, and the image of the state.
So my question to Advisors:
- Is this kind of behavior considered “normal” in some areas?
- How are civilians supposed to assert their rights without risking escalation?
- What realistically changes on the ground when complaints are filed?
Would appreciate calm, honest perspectives — especially from people who live in Bihar or work in law enforcement.
