If 3 reveals the characters of 1 and 2 were pawns in a larger and more evil plot, who are "they"?

Conspiracy thriller runs in Zootopia's blood. And some of the best conspiracy thriller's that last multiple stories tie the plots together by revealing that villains in previous entries were ultimately pawns in a larger plot. And one of the biggest questions one must ask themself if they are writing such a plot is "Who are they and what do they want?" The same applies here. And what did they want Bellweather and the Lynxly's for? Or were the past villains obstacles to be removed and Nick and Judy the pawns?
