[TOMT] Movie where the villain learns the hero is now an Admiral/Captain and utters something along the lines of “Admiral?! They made that [something derogatory] an Admiral?”

Legitimately thought this was a scene from Star Trek II: The Wrath of Khan during Khans introduction when he catches Terrell referring to Kirk as “Admiral Kirk” instead of “Captain Kirk”, but I rewatched the movie tonight and Khan simply repeats the word admiral a few times before continuing on with his speech.

Now it’s driving me crazy because I can’t figure out what movie I’m actually thinking of and Google isn’t helping since I don’t have the full quote.
