Are stutters and hitches common as you explore further out?

I just recently started the game and have noticed the occasional micro stutter when moving around the general starting location and near the aluminum hills and such. However as I went north of the the desert near the "rainbow caves" I noticed some much more significant and frequent stuttering/hitching. I assume it's due to assets loading. Is this common? I cannot stand screen tearing so I play with Vsync enabled.
