Help reading LED datasheet

Hey, I want to confirm people read this the same way? It's showing the LED on the underside of the board? so If I was making a footprint for this I would need to actually flip it if I want it on the top side. Meaning if the pad on the far right (with the dotted led) is 4 then it needs to be changed to 3 and the rest follow so the left to right order would actually be 4,2,1,3.

At first glance it looks like it would be 3,1,2,4.

I want the LED to be on the edge of the board shining out.
