Missing only one package?

Hey has anyone else ran into this issue.

So I was supposed 2 target packages from 2 different warehouses but same driver I guess cause they were delivered at the exact same time. Both deliveries have the exact same photo I even layered them and can confirm it’s identical but I’m only missing on package which was the one on top.

Of course my ring door bell didn’t capture anything but why only take the top one and not both at that point?
