What to do with large slave population?

Howdy,

As Portugal, I’ve taken Oran. Found like 20% of the city’s population (40k) are slaves. Can’t build any slave buildings.

Game also suggest more people are being “enslaved”, not sure who, not sure why.

Anyways, what can I do with them? I guess I’d rather move em or make em peasants.
