Tokyopop trustworthy? Tariffs?

I am interested in pre-ordering the Alien Stage art book from Tokyopop since it’s coming out in English however, I want to ask if tariffs are charged before shipping? I know there’s some websites where you pre-order and you get charged a fee months later before the item is ready to ship. Is the total in the checkout screen the total overall or the total before any other fees? Also is it trustworthy? So far the Deluxe edition is $60, which is good compared to how much I’ve seen the Korean edition, and the price does not change since it’s free shipping I’ve $25. However I do not want to just drop $60 on a website I’ve never used. I could also order it from books-a-million but price wise I think Tokyopop is the best choice. So is checkout screen the final price, and is it trustworthy?
