Google PPC - 500k Reach/$2000 a month?

Just watched this video on Google ads and want to see if anyone can validate this strategy?

In the video, he mentions that your goal with Google ads is to have your search come up as the top search result at least 50% of the time. he recommends filtering to 500k reach so this is possible, and that It would generate 5 leads per month at $1500 ad spend which seems a little low for me?

Any experts can weigh in on this strategy?
