Any Oi! fans out there? I have a kind of nerdy question

In the Cockney Rejects song “Police Car” that shows up in basically EVERY oi music comp- the singer mentions a “Freddy Jesper”. Anyone know who that is? If they were real, what is the context- why would the cops be looking for him? TIA
