[TOMT] I'm looking for a mid 2000s B horror movie

I watched it when I was a teen so around 12-15 years ago

1. The plot: Two friends go fishing or camping. A fat man (i think he also had a beard or was very hairy) who lives in the forest starts stalking them.

2. One of the final scenes: after killing one of the friends, the killer ties the other in a raft (those made with sticks that can float). He then turns the raft around so it appears as it's just a floating raft but the MC is actually below it drowning.

Just second after, the search team arrives with the police and the protagonists’ wives, they pass right by the raft without realizing that the survivor is tied underneath it, in the water.

At the end, on-screen text explains that the killer is a real criminal who fled from a city in the US or something like that. Its possible that the killer returns to his house as of nothing happened but I don't remember correctly. I do know that they say it's a serial killer and they haven't been able to locate it, i think he changed his appearance.
