Make it make sense

Someone books me for an outcall. Initially reluctant to pay a deposit. Eventually pays the deposit and then books me an uber. I arrive, i ask for my payment up front. I spend 10 minutes all together waiting. I ask for my payment again.. still nothing. Tries to make small talk.. i tell him im on the clock and that i need to leave. Then he says he has already ordered an uber, so i just leave anyway. The entire time he keeps pressing his phone.
