Telephone Allowance

I was solving Sept 25 salaries question. In thay question they have treated Telephone Allowance as exempted because telephone bill > telephone allowance. But what i studied was Telephone Allowance is Fully Taxable irrespective of Actual Amt spent. Have i studied it wrong or the solution by icai is wrong?
