French Contract / "Belgian Congo" Winchester 1894?

I've been watching an auction that just ended for a Winchester Model 94 which was listed as a Belgian Congo 1894, does anyone know where the Congo connection comes from?

Doing my own research it appears to be part of the WW1 French contract 1894's. An unknown number of these rifles were subsequently surplussed to a Belgian entity, leading to Belgian proofs being applied. So far the only explanation I've found is someone claiming to be friends with a guy who imported these to Canada back in the 60s, and he recalls getting them from the Belgian Congo.
