Raging Bolt counters (reg f)

What even is a way to beat Raging Bolt? It makes me dislike the current meta so much, this mon is just too bulky for the amounts of damage it deals... It can setup, can play AV without problems, I really am struggling as I don't want to play it myself as I'll not be able to get it anyway (thanks gfreak)... Is there a reliable way to beat it?
