Limited to 100Mbps even though I can speedtest higher? Also Vsync on or off?

My host PC is connected to the router with ethernet, and then from the router is another ethernet cable going into a USB dock plugged into my Android phone (Galaxy S23+). Both cables are Cat6. Going over about 100Mbps causes the "Slow connection to PC" warning and I drop a ton of frames. I haven't run an iperf or anything between them yet, and I don't know for certain that the cheap hub I have isn't supposed to be a 100Mbit port, but both are able to get about 700 down/170 up on a speedtest so there's no way it's a 100Mbit port right? This happens with both Moonlight and Artemis.

Running the phone on Wi-Fi works, I can push 300Mbit+, but I'd really rather be on a cable for the stability and latency. I just have no idea what in the chain is causing issues and why it only seems to be affecting this.

Another small issue I have is the rendering framerate constantly being slightly lower than the incoming framerate, but it shouldn't be overworked or anything if the decode latency is still in the 2-4ms ballpark right? Might just be Vsync settings on the host PC, still have to play with those, should they be off for streaming?
