Speedo faster than actual speed

I recently got a 2000 civic and the speed seems to be over 10mph the actual speed across all the speeds. Changed speed sensor twice, tires are stock size and not sure what to do about it it’s very obvious the difference. Is there a way to calibrate or maybe fix this? It’s adding miles to the odometer too that I’m not actually driving (a 3 mile drive registers as a 4-5mile drive).
