ELI5: why does premium gas cost so much more than regular in the past few years?

When I was younger, I remember premium and super unleaded being 10 and 20 cents more per gallon than regular, now, at least in my area (Houston), premium is at least 90¢ more per gallon.

What changed? Or is this just price gouging?
