Is there a way to force Journal Notes on a scene to respect lighting changes and Fog of War?

I’m setting up a world map for my players to reveal as they travel across it, and I want journal notes on the map to act as interactive landmarks that they can click or hover over to get more information about a location. I’m using Pin Cushion, which gets me most of what I want, but it doesn’t solve one major issue: the notes do not go below the Fog of War, and they don’t respond to lighting changes.

Simple Fog doesn’t help with this either, since it uses its own fog system and has the exact same problem.

What should I do?
