Lost to the ages quest not starting?

Playing in playstation, haven’t picked up any shards too early and I haven’t even found deep folk crossing yet. thought going to arkngthamz early messed it up, reloaded an old save and it’s still messed up. I’ve read the book twice, even dropped it some.. any tips?
