Cat toy that mimics cellophane?

My 9 year old boy cat is completely obsessed with chewing on cellophane-style plastic. Things like grocery bags, trash bags, ziplocs, chip bags, etc. The moment he sees them his eyes light up, and if we accidentally leave anything like that accessible to him, we return to countless holes punctured. If I'm there to supervise, I'll usually find some solid pieces and hold them for him so he can get his fix and I can make sure he's not ingesting any, but I still worry that this isn't super safe.

Are there any cat-safe toys that are designed for this? He's got plastic crinkle balls and toys designed to encourage chewing, but none of them quite cut it.
