Leaking or Burned Light?

Hey all,

I went to replace the lightbulbs in this lighting fixture and noticed this burned/brown stuff on it (...think it's the transformer?). I'm just trying to get an idea if the fixture is safe to use or if it needs to be replaced immediately.

Long term, I'd love to replace it (was installed by the previous homeowner and doesn't provide enough light for the space) but am hoping to get a little more mileage out of it beforehand if possible.
