Question About Biomes

Is it the intention upon full release that each of the different Biomes will have specific races whos exclusive starting areas are contained within them? I think the world starts to make a lot more sense if you imagine that each Biome has its own starting race/races and each region gets built up by the players who start there. The desert and the tropics have no progressed nodes on my server, but I imagine that would not be the case if some players started there.
