Faction relations effect

So I noticed the independents send fleets to loiter around my systems and they are fairly large this is because I believe we are at 100 relations. My question is do other factions do th same if you get high enough rep? Also does anyone know if they will aid you beyond pirates?

Just curious how it works as I have not seen any other faction even the league who h I'm a part of send those kind of fleets to my systems only trade fleets. Is independents unique in that regard I wonder?
