Questions about the game before buying

Didn’t buy at first because of performance but I heard that they just released an optimization patch and more will come in the coming months. Did the current patch do anything noteworthy?

While looking at the steam page to decide if to buy or not I noticed there’s a whopping 190 dlc options. Is there ANY event quests like in the past titles, where you can actually unlock all those cool cosmetics for free by doing event quests or is it all just purely paid now? Half the reason I fell in love so hard with this series in the first place was the amazing devs who gave so much stuff for free especially with the cosmetics since they really felt earned once you beat that hard mission for the customization you wanted, but seeing almost 200 items in the paid DLC category for a game that isn’t even a year old now really rubbed me the wrong way and is making me hesitate more than the performance issues ever did.
