"Laying New Tracks" quest (Nitowikwe custom deliveries) unavailable?

I have both Miner and Botanist at level 100, I am fully caught up on MSQ, and I know I have the prerequisite quest (Go West, Craftsman) that unlocks custom deliveries completed because I've done all of Anden's. But for some reason the Railroad Employee NPC that starts the questline to unlocks Nitowikwe's deliveries isn't in Tuliyollal. Thank you for any help you can offer.
