Can a guy like you but not contact you?

This dude is confusing the daylights out of me. We're both in our thirties. We work in the same building but different companies. He gets bummed out if I don't say hello or goodbye back to him. One time I was out of work for 2.5 weeks and he was really curious what happend to me. Ever since then he's been asking me how my injury is. Hes always smiling when he's talking to me. Sometimes he midgets with his hair and stutters while talking to me. I like him alot. I left him my number on his car (my feet hurt and I was to tired to find him after just talking to him. ) He didn't contact me but is acting like how he often acts with me. So frustrating.
