Weird full PC lag when teleporting.

As the title says, I get weird full PC lag (5-8 seconds of latency per action) upon teleporting in RS3 randomly. It's happened twice now. Windows' reliability history is clean, and the second time, I simply signed out instead of rebooting, and it resolved the issue, so I don't think it's hardware-related. Task manager looks exceptionally normal when it happens as well, and Spotify didn't have distorted audio. I simply use the PC in slideshow.

The first TP was to the stalker boss, and I thought it was the charming moths or something, but it happened on my latest Priff tele, and now I have no idea what it could be. I play on high (lowered from ultra after 1st incident) with a 3060ti and an i7-12700f with 32GB ram. I have no issues even remotely similar in any other game, or any issues at all, really, so this is RS-related somehow. GPU drivers are also up to date, clean installed, and clean reinstalled post 1st incident.
