The Borderlands campaign: Laziness or technical limitation?

Watching the Borderlands 4 campaign, and revisiting the prequel and 3, do you think the poor resolution of the series' campaigns is simply because they don't want to end them with something grand, or because of technical limitations that leave the story feeling empty? We see it in the invasion with an "Army of Robots" on Helios during the prequel. The entire campaign of 3. And recently in 4, in the end it's just you, one person against the entire Order. Despite having the potential to create a grand scene with many characters, enemies, and map changes, the ending always feels... very linear. Do you think they'll improve on this in the next title?
