CT/MA CARB compliance in regards to replacing cats

Hi, I'm looking for some advice on how to repair my 2014 Lincoln MKZ 3.7L. It's been throwing a P0420 code for a bad cat for a while now. My registration is ending and while I've been a MA resident, I'm considering moving to CT (I'm back and forth so much I could take residency in either).

Anyhow, my car was manufactured with ULEV II standards (California CARB compliance). I need to pass emissions/inspection in either state, and both states are "CARB compliant". However, they aren't listed among CA, NY, ME when searching, which means I CAN buy a EPA cat, in MA or CT even though they're labeled as CARB compliant.

My car has 130k and I'm not looking to or at all able to spend $2000 on two new CARB compliant cats. It leaves me with two options: sell the car or fix it with EPA cats. However: Is it technically legal to do that? and Irregardless of legality would the EPA cats shut off the CEL at least temporarily (hopefully for at least a year)?

It's crazy the gov expects us to spend $2-4k on cars worth 2-4k. There should be some income exemptions... Maybe I'll "move" to NH at this point 😆
