Is Butterbur human or hobbit? Is the "gatekeeper" in the Pony the same guy who let them in?

I just read "At the sign of the Prancing Pony" and got two questions. 1. Is Butterbur a hobbit or man, because when they entered the Pony he bent down to Frodo to talk but the guy who Frodo ran into before was a hobbit. 2. Is the gatekeeper who they meet in the Pony the same gatekeeper who questioned them before letting them in? Didn't read about a shift change
