Cloud doesn't know the hidden facility under Sector 7 slum

If my memory serves, in chapter 3 or so, Cloud could chat with a pedestrian in the slum, and he asks whether there is a hidden facility underground. Cloud said he wasn't aware of one.

But in Chapter 13, the pedestrian turns out to be true.

I personally find the dialogue interesting.
