SCAN form help

I am shipping out a very large order (just under 1,000 total units) through USPS and have all of the labels ready to go. It says that I have all labels eligible to be added to the SCAN form but when I click create form it either says “no scan forms created” or there was a separate message about fetching but that hasn’t shown up in multiple tried.

Any troubleshooting? I am planning on going into a USPS office prior to the shipping date if I can’t figure it out on my own, but not sure if that would be helpful?
