Is it normal to see traffic on both WAN ports when using recursive routing?

So I tried to set a failover with recursive routing, as explained in the Mikrotik documentation, however, when both IPS routers are online, I am seeing traffic also in the 2nd port - I want to avoid this, as it is a limited 4G plan.
